charging for Fluoro with procedure

Can the surgeon inserting a port-a-cath charge for the intraoperative
flouroscopy if he is the one using the flouroscopy or would the Radiology department be the ones charging this

Example 36561 and fluoro. The guidelines tell you to assign 76937 (US), 77001 (Fluoro) when imaging is used. The PC (26) is billed by surgeon if he is using to place the port.
