Medicare Wellnes Visit

Codes G0438 and G0439 became effective 1/1/2011. My doctor is giving me "G0439" to bill, but isn't it "G0438" to bill first then the "G0439" the following year considering this would be the patient's first wellness visit under this codes?

You have to bill G0438 first. G0439 is for subsequent visits.
