Appropriate E/M selection

Good morning,
I would like some opinions on the selection of E/M for the following scenario:

Scenario #1
Adult Pt presents with Abd pn:
The following testing and treatments are done:
CBC,BMP,UA,UHCG, CT abd/pelvis; 2 PO meds, IV NS, Rx upon discharge
Using the premise that all other documentation was complete would you select 99284 or 99285 ?

Scenario #2
Adult pt presents with Abd pn;
CBC,BMP,UA,CT abd/pelvis, IV NS, IV Dilaudid, RX upon discharge
Using the premise that all other documentation was complete would you select 99284 or 99285 ?

Appropriate E/M selection

For the table of risk only:

For the first: moderate (with everything else, 99284) , based on the nature of the presenting problem (undiagnosed new problem, with uncertain outcome)

For the second: high risk (with everything else, 99285) : IV with a controlled substance.
