Anesthesia Crosswalk Codes

I have 2 claims being denied for anesthesia crosswalk codes. I am billing for the surgeon, which is a podiatrist, and not billing for a hospital. I really don't think this is correct. Not getting any help from the insurance provider rep with this. How do I get around this? Any suggestions?
