correct modifiers

When the Dr. does multiple procuders in surgery such as pro code 27446 RT and Lt and proc code 27438 RT and Lt .
Billing this to medical mutual should I use modifier 51 on each proc. code 27446 and 51 modifier on each procedure for 27438.
