If AMA owns the copyrights to CPT® and descriptions:

Why do the descriptions and CCI edits differ? Ex: CPT® 69990. Per CCI you can never bill CPT® 63030 with CPT® 69990, but the CPT® book states that it is not inclusive. Or am I see this wrong? Somebody please advise. Thank you.

Owning the copyright and description is not the same as owning POLICY. The only code set that has rules that MUST be followed is ICD-10, per HIPAA. CMS can set whatever policy they choose within Medicare law for CPT® codes.
