CCI edits 96365 + 29125

Good morning, I am trying to understand the CCI edits facility for CPT® 96365 + 29125 at ED visit. 29125 has 1 in modifier column w/ 96365. 29125 is the payable code so does that mean I use -59 on 96365? Or is it the other way around? Thank you,

need to know if you are billing for the facility or the physician. Need to know all services rendered during this encounter.
