Line ordering and RVU's

When an office visit and procedure are billed the same day does the office visit have to billed first or can the line ordering be in order of highest RVU first?

Example: 99213 2.14 RVU
52000 5.95 RVU

or can it be billed 52000
99213

Modifier -25 on E/M code-- doesn't matter with E/M and procedure, does matter with muliple procedures.
