Hospital Billing submitted for PICC line insertion under Fluoro

As a Hospital generated billing, are we able to bill both the surgical componet CPT® 36569 and fluoro guidance CPT® 77001 as it was done under fluoro. Just want to ensure we can bill the surgical code and it is not reserved strictly to the provider (in this case the radiologist performing the procedure).
