Is this legal ? from 1 unit to 12 units ? Need HELP !!

the doctor performed a two level decompression.. procedure codes used were 63020 and 63035 with 59 modifier. the billing co changed the units from 1 to 12 units on each procedure .... I have never seen this done on a spine surgery !!
