Menactra Vaccine ICD-9 Code

We are having major problems getting Humana to pay on the vaccine for Menonccal or Menactra (pardon my spelling please). We have always used, successfully I might add, the V01.84 and they denied it so we used V03.89. They are still denying the code stating that "the diagnosis is inconsistent with the procedure." Can anyone help?
