Out Patient 99204 day one then in patient rounding 99232 day two

I believe we did an out patient pre op clearance in day surgery on the 21st and billed a 99204. Day two we are billing a 99232. I pended the billing as I believe the 99204 should be its own event to bill separately followed by a new event with the in patient services. We are a Hospitalist group.

The other option is that on day one we consulted to clear patient and then picked them up day two after surgeon changed status to in patient.

Regardless of all the details, I maintain we cannot couple the 99204 followed by 99232 in the same event to be billed out together, it will not be paid by Medicare.

Any thoughts???
