I do believe you may be reffering to Incident to services. And I believe the answer is no. It can not be a new patient. To bill under the Dr NPI the patient must be established with and already determined plan of care.

An NP can see a new patient but must bill under his/her own provider number and receive 85% of allowable for the service. (Medicare).
