homecare cert -NP

Runing a largely geriatric practice, I get dozens of homecare certs to complete where I also perform and bill Care plan oversight. (G0180+G0181).

Can my NP sign and complete these or can only the MD sign?
If NP does, is it billed at MD rate or NP rate for Medicare patients?
