Foreign body removal from soft tissue

Our patient presented with a superficial wood splinter in the plantar aspect of the right foot, examination reveals 3mm flesh-colored raised area with brownish foreign body noted within it, no sign of infection, no cellulitis, no drainage. The Provider noted "removal was completed today; usual sterilization with Betadine and alcohol swab and use 1% Xylocaine as local anesthetic. 2-3 mm brownish foreign body removed, likely wood. Shave removal of the affected area, bleeding was controlled with topical aluminum chloride and light electrocautery".

In this instance, is the fb removal included in the E&M or does this justify the use of 28190 or 10120?
