Assuming Dr. Green also performed the major sx which has a 90 day global period and the visit was related to the sx, you should report 99024. In the event the visit is UNRELATED to the surgical procedure for which the patient is global, I would report the apporpiate E/M 99212-99215 and append modifier-24.
