well child visit and pre-op visit performed same day

I would like see the response to a pediatrician performing a well child visit and also providing pre-operative services at the request of a surgeon . Would it be appropriate to report an age appropriate preventative service and a 99213?

Also same provider asking if the pre-op visit should be reported as a consult. I do not believe the provider is meeting the criteria for a consult as they are not rendering their opinion for the patient condition. They are providing feedback to the surgeon but I feel this should be an established patient visit. your thoughts -please
