It is my understanding that we may bill an e/m visit if the patient is on blood thinners. Is this correct?

If billing an E/M on same day of minor procedure, modifier -25 must be on E/M code. The appropriate diagnosis and significant service above and beyond procedure service must be documented. Link appropriate diagnosis code to each service rendered and medically necessary.
