How to bill for a TB read

I have been researching how and if we can bill a patient/ins co. for the reading of the patient's TB skin test, and wanted to get an opinion on it. It looks like we could use CPT® code 99211 with a V74.1 dx code. A nurse performs the read and it only takes a few minutes. Do you agree or have other suggestions?
