Lumbar Puncture Coding for neurolgist

My Doctor is doing Lumbar Puncture's who does the whole procedure in a facility who bills for the TC part only but they are doing nothing he is doing all without fluro should I bill 66270 with a modifier and if so what modifier as the 26 is reading and he does the whole procedure with no fluro.
