TCM Changing complexity

If you have a high complexity case, but you can't get the patient in within 7 days, but can get them in within 14 days, can you bill a moderate complexity TCM code? I know you can't bill a high complexity after 7 days, but I am wondering if you can change it to a moderate complexity if 7 days is not possible?
