Modifier 25 on Inpatient Codes

Hi,
Just making sure on proper usage of modifier 25.....
a provider may use this modifier on In-Patient Codes.

Example:
99254 - 25 modifier
20610

or if modifier 25 not applicable...then can the provider bill:
99254
20610 - 59 modifier

yes, this modifier can be used on an E/M code when a minor procedure is performed at same time. Modifier 25 is used to describe separate, distinctly identifiable services from other services or minor procedures rendered during the same visit. Always attach the modifier to the evaluation and management code.
