New patient charge?

If a new patient has an appt scheduled for a doctor, (eg: 10/15/11), and in the mean time see's another doctor in the practice for a cold(eg:10/2/11). Can the original doctor from 10/15, charge a "new" patient code as long as the "cold" doctor didn't charge a new patient charge. Being that when they come in for their "new pt appt with the original doctor he will be doing H&P on the patient. Sorry if confusing, Thanks

The provider who saw the patient on 10/2/11 for the cold will need to charge the New Patient Visit. The insurance company will not pay the new patient visit for the second day and you will completely lose out on charging a New Patient visit.
