Billing Joint Injections

What is the correct way to bill for a joint injection when the patient brings the medication to the office. I know that I would bill 20610, but have been told conflicting information regarding the J code medication. Some say include it on the claim with a zero dollar amount, others have said to exclude it.
We are located in Michigan.
