If a patient comes in for visit s/p I&D of abscess (within the global period) and the doctor irrigates and repacks the wound would I report this as 99024 or a E/M?

As long as the doctor is not treating anything that does not have to do with the wound, then it should be a global visit. Irrigating and repacking the wound during a post op visit is part of the Global surgical services, as long as it is done within that period.
The global period for I&D of an abscess, if you are using code 10600 per CPT®, is 10 days. As long as the patient came in for his post op visit within the 10 day global then it should be 99024. Hope this helps.
