Change in diagnosis code m54.12 (radiculopathy, cervical region)

I was submitting my claims with the above code and they were accepted. After October 1, 2016 I submitted the same code but it was rejected 'cause needed to be coded to the highest level of specificity. Did this code change after October 1, 2016?

What they are looking for is a combination code such as M51.1 or M47.2,
