facility billing

Can anyone tell me if they are doing facility billing for a psychiatric hospital? Basically, this is billing once for the facility, and once for the doctor on all outpatient visits for the doctor. Such as, med checks, maintenance checks, etc... I am new to this, and I cannot find any supporting documentation that allows this type of billing.
