twin delivery

What is the rule for billing twin delivery as csection vs vaginal? I have been told that when a csection is done, we use the twin dx but can only bill for one delivery. Is this true? I have been told on vaginal deliveries that we can bill one global 59400 and one delivery only 59409. Is this also correct?
