modifiers 78 & 79 on same claim line?

Can you use both modifiers 78 & 79 on same claim line?
Example: patient in 90 day global for AV fistula PLUS in 10 day global for tunnel catheter placement. Now comes in for catheter replacement while still in the initial 10 day catheter global. Both modifiers would apply, as not related to 90 day global procedure but related the 10 day procedure. The payer does not seen to like both.
