Q9968 (Methylene blue) - Railroad Medicare Denial

Hello all,

Could someone let me know the Railroad Medicare guidelines for billing Q9968 and reimbursement.

We've recently got CPT® Q9968 denied by Railroad Medicare as not paid separately. We've been using Code Correct software in validating such denials which shows that
this CPT® is not inclusive with any other codes.

Trying to find out whether this code is acceptable by CA Medicare. Would there be a modifier amended to this code in avoiding inclusive denial.
