NHIC LCD's - where are you? 20610 allowed diag?

I am in Rhode Island and have been trying to locate the LCD's on the NHIC and Medicare websites. For some reason, it circles around and never comes up with the policy... I guess my real question is "We billed medicare a 20610 with a 682.6 diag" and they disallowed it. Can anyone give me a suggestion on how to research this?

Code 20610 is aspiration or injection of a joint which is going to correspond with a muskuloskeletal dx such as effusion of knee or pain in the knee.
