2ndry procedure has a higher wrvu value than primary

Can we bill the secondary procedure because it has a higher WRVU than the primary procedure?

I'm referring to CPT® code 51701 2ndry to CPT® code 51741?

Only code 51741 can be billed. Code 51701 is integral to main procedure.
