Colonoscopy & Hydration Billing

Our GI unit is biling diagnostic and surgical (therapeutic) endoscopies (commonly used are 43239 and 45385) along with hydration (96360). Is this unbundling? I know they can't bill moderate sedation seperately as it is included but what about the prehydration? Any assistance would be greatly appreciated.
