Should I use modifier 59 when billing 10060 with 90471?

Tetanus is paid based on medical necessity. I would bill 90703 along with the administration code 90471 using a diag code of V03.7 plus the reason for the I&D. Unless there are bundling issues you should not need a 59 modifier.
