Teaching Physician rules for students

I understand that Medicare does not pay for any service furnished by a student. Do the teaching physician guidelines apply to all payors? I'm located in Washington state.

commercial payers

Third party payer contracts may not have language describing specific supervision requirements by a teaching physician, or for services provided by resident MD.
b)To the extent that a third party payer contract describes supervision requirements, those requirements must be followed. Some institutions require the teaching Rules be followed for all payors.
Note that some state Medicaid programs and some commercial payers may have less stringent standards than Medicare for the teaching physician. You should check with the principal commercial payers to whom you bill your services for instructions on what services may be billed by the teaching physician or licensed resident.

students

I would not bill a third party for any services performed by students. I would follow Medicare's rules.

My opinion, for what it's worth.
