Billing patient

If I am not contracted with an insurance but I am in network (limited indemnity plan) can I bill the patient after the insurance has processed pd $50 for 99214 applied a $20 copay. My provider does not want to accept this as payment in full for office visit. I am to use the BCBS fee Schedual $107.40 subtract the $50 from insurance and $20 copay and bill pt for remaining. Can I do this?

If not where can I find it documented so I can print it and show it to her.
