MDM Credit for New problem vs. Established

Hello,

If a patient sees a specialist for the first time for a new problem of hypertension and then patient has a follow-up visit for hypertension with another provider of same specialty-same practice, is credit allowed in MDM Table A for a new problem or established for that 2nd provider?
