OT Fellows

Good morning! I am wanting to make sure I understand something. Since an OT Fellow would be considered a resident under the teaching physician guidelines, doesn't that mean they will follow the teaching physician guidelines and the teaching physician would be the one who reports the services rendered if documented appropriately? These fellows are not enrolled in Medicare. Thanks in advance for any insight!
