bundling A4220 into procedure

We have billed 270/A4220 to Medicare & it was denied stating "CODE 2 OF A CODE PAIR THAT IS NOT ALLOWED BY NCCI EVEN IF APPROPRIATE MODI-
FIER IS PRESENT." I have been advised by my supervisor that we need to correct the claim by bundling the charge for this supply into the procedure. Is this allowed? (hospital billing)
