Comprehensive Examination

The 1995 E/M Guidelines define a comprehensive examination as "a general multi-system examination or complete examination of a single organ system. Does that mean ONLY body systems can be counted and not body areas? i.e if a provider does an exam of the neck as well as the lower extremity, can that only be counted as one system(musculoskeletal), instead of two (neck, lower ext.) since neck is a separate body area listed under the General Multi system Exam in the 1997 Guidelines?
