Can PA's bill for pre-op visit?

Pre-operative visits following the decision for surgery are inclusive to the surgical package rules and are not separately reportable. If the PA makes the decision for surgery and at this visit performs the pre-operative H&P the visit is billable by the PA. But any visits after the decision making for the purpose of the H&P,consents, lab review, discussion with the patient are not separately reportable.
