90460/90461

I know the CPT® books states code "each" component of shot can use 90460/90461
eg. MMR: 90460x1 and 90461x2. Is that really correct? It also says,IM admin, SQ admin would both get a 90460? correct? because they are both given "different" ways?, Thanks hope not too confusing.
