pap/breast coding

We are seeing patients who have their regular physical done at their pcp office and then going to the ob/gyn for their breast and pap. Can you bill a regular E&M level with V72.31. I know with Medicare you can use the G & Q codes but not sure about other payers. I know we have trouble getting paid for the 99396 (age appropriate chosen) when they have already seen there pcp for their physical. Just looking for suggestions on this.
