Administration codes w and w/o counseling

Horizon is telling me that if one administration of vaccine is w counseling 90465 then a subsequent vaccine administration w/out counseling has to be a 90466, it cannot be a 90472. I think this is wrong...90466 also indicates that counseling is taking place.
I have looked at CCI edits and that did not help -
They are saying McKesson edits are used. Can anyone shed some light???

It makes sense that these would go together, and that add on codes would go with the code in the same series.
