Can I bill a 99211 with a 96372 and 0.00 charge for their testosterone

Hello, I have a few patients coming in with their own testosterone meds and we charge for visit of 99211 and 96372 and 0.00 charge for meds but there are no paying for 99211. I dont understand why. Can you help me please. Thank you.
