In 2014 with ICD-10, there will be diagnosis codes describing right and left side

No modifiers in ICD-9

Any modifier will need to go on the procedure. If the code is for a procedure and not an E&M but the procedure was performed on the rt side then a modifier of RT would be okay for the procedure. There are no modifiers for ICD-9 codes but fortunately the ICD10 will help us in just this way.
