Incision and Drainage 10060

Does it matter how we incise a abscess when billing a 10060 if the doctor incised a abscess/blister with a 18 gauge needle or even forceps can the I&D be billed?. Does it have to be surgical instrument?

The description I read describing this code states "the physicians make a small incision through the skin overlaying an abscess.
