Billing for blood draw because of orders from another physician

I bill for a family practice office. We sometimes get orders from another physician to draw blood for one of our patients. When they come in for the blood draw, this is all that's done-they don't see one of our physicians. Are we allowed to bill 99211 as well as 36415? We don't bill 99211 w/36415 if a blood draw was requested by a physician in our practice but since it was requested by an outside physician we are wondering if adding 99211 is ok?
