Lactation Difficulties During Post-Partum Period

A mother comes into the office because she is concerned about her baby not getting enough breast milk, latching problems, or sore breasts. This is during the post-partum period. The patient sees a Physician Assistant for this service. They spend ample amount of time counseling and coordinating the care. Can we bill this as an E/M visit, or is this still considered to be part of the "global" maternity package. Would a modifier be needed if it is appropriate to bill? Thank you
