Heart Caths, EP Studies & ICD Procedures vs Foley Cath Insertion

Can a Foley Cath Insertion (51702) be billed separately by the facility when the patient is having either a Heart Cath, EP Study or ICD procedure performed, or is it considered integral to the procedure?
I know that the supplies can be billed separately, just curious about the insertion (51702).
